From the lack of postings on this issue I'm assuming very few people are using virtual desktops in Windows 10, and even less so in Tablet mode.
I think you summed it up pretty much in your own words, but I would also add that if you look at what happens when you go into tablet mode, I get the feeling that they both wanting a tablet user to feel 'at home' (working the way them might expect on a tablet) and also taking into account devices that might have small screens.
When you are in tablet mode mostly you work with one application for the whole screen. So there would be very little difference between switching 'desktops', and applications. Now you can split the screen and get two applications on it, so there is some merit in having virtual desktops for that. You will also notice that tablet mode restricts the splitting of the screen to two, not like the 4 for snapping in desktop mode. Clearly they seem to be targeting touch friendly arrangements, and smaller screens.
So yes you are correct, there are no virtual desktops in tablet mode, and there is nothing to 'fix'.
If all you want is the full screen Start, you can change that under:
Settings -> Personalization -> Start -> Use Start full screen
You can also use the Windows Feedback app to suggest virtual desktops in tablet mode.

Stand Your Miniatures Up to Fight!
See your characters and monsters in all their glory, standing tall on their miniature bases, to face their enemies front-on. You can literally see the giant towering over your character, making his defeat, and your victory, that much sweeter.
They look like the 'pawn' style miniatures that you would have on a real tabletop. Together with the way they sit on the map, it really evokes the feel and atmosphere of a tabletop a role playing game.
Top-Down Strategic View
Swipe 2 fingers up or down the screen to change the angle you're looking down onto the tabletop. You can even go right up to a top-down view, for a more tactical assessment of the battle.
A Megadungeon on Your Phone
With pinch-to-zoom and touch to move around the map, even humungous maps are a breeze to use on a small device like a phone. Zoom in to the action, or zoom out to get your bearings.
Fog of War
Keep the sense of mystery going by revealing the map from the fog of war as characters explore. Works great over a network multiplayer connection where the GM can see a dimmed view of what is hidden. It can also be used on one device in the middle of the table that everyone looks at, where hidden areas are completely black.
No need to set up complicated blocking layers and sight ranges, merely move your finger over a square to hide or reveal it. As a convenience you can also hide or reveal the entire map at once.
Cross-Platform Multiplayer

Save Encounters / Scenarios
Pick up right where you left off last session by loading a scenario that was saved at the end of the game. Miniature Labelling

You can also use hex gridded maps by setting the size when you import the map, then turning off snap-to-grid when you use it on the tabletop.
Images can come from your mobile device, or you can take a photo of a map or terrain that you have set up, and travel through it inside 3D Virtual Tabletop.
Account Syncing
When you log in with Google+ the maps and miniatures you have imported are synced. That means you can log into 3D Virtual Tabletop on any other device, and your maps and miniatures will be available for you to use.
This even works across platforms. If you import your own miniature on an iPad, you can log in on an Android tablet, then it will download the new miniature to your Android device and you can put it on the tabletop.

Concept
VirtualTablet is software application set that receives stylus pen input from tablet devices such as Samsung Slate 7, Galaxy Note, Ativ, and Microsoft Surface and then transfer these input data to the wirelessly connected server devices, for example desktop, and laptop. When the server device simulates the exact stylus input base on the received data.
In a nutshell, if a user has a tablet device supporting stylus pen input, it is not necessary to buy actual digitizer devices for using it on PC. Just run VirtualTablet server and client, the tablet device turns into cool wireless digitizer for PCs.
